If you go to the GMS Tespia Website, it's down. Could this mean anything? Any internet pros know?

Oh they finally turned on the custom errors... pretty silly from nexon showing the page code in the previous errors.
This is a generic page when an error occurs in ASP.NET it can be due to any number of things. But likely that they changed or removed whatever (DB) the tespia page was connecting to, yet didn't change the page to accomodate for the change.

Who knows.. this could be a good sign.. after 1+ year of not updating that site.. it was depressing to see that site still up after more than one year.. I mean, come on NEXON. If they don't want to open Tespia anymore, they should just delete the website.. looks like they did it. Or maybe it means something else?
We can't know right now. What I'm almost 100% sure of is that they won't open it for Cygnus Knights. They won't because they used to open it 2 weeks before the patch, so they should've opened it this week. Though, they usually do it after Server Maintenances, but they still haven't posted a notice about it. So.. I doubt it.
I can just hope for them to open Tespia for the August patch..

Nexon has nearly finished Krakia, the next expansion of Masteria, it is an area of average size with one new city (much like NLC, except more primitive), As it is not imported content, and is of a decent size, they are preparing to open Tespia once again.

Because Nexon Korea makes all the content, even Masteria could be defined as "imported content". Nexon America confirmed a while ago that Masteria content is made by Nexon Korea. Only the artwork is made by Nexon America. To confirm this, there are korean strings in almost every Masteria / CWKPQ reactor.
Also, NxProse already said that they most likely won't open Tespia for Masteria EVER, because they want everyone to experience the exclusive content at once.
In the end, imported content is not the problem, as the last Tespia round was about testing Ariant and other stuff which was imported from KMS.
The problem, as NxProse stated some time ago in one of his last Q&A's, are the 10 year old kids who made 100 accounts to get on Tespia and just played there to have level 16x's characters instead than actually testing content, which is the sole purpose of the Content Testing server. Many of them also wrote bug reports like "Can I has GM", and other crap like that, so obviously they were really disappointed of that, and decided to close the server.

Wasn't it just the artwork? I don't think Nexon Korea is the only one that makes code for the game. What about certain features that KMS doesn't have? i.e. Window Mode.

Well.. as you said, that's an announcement, so that's why it's still there. Though the still-working download is a little comforting, I doubt that it means they're going to open Tespia anytime soon.

What's so great about Tespia? Waste of time, nothing gets fixed, etc...rather see stuff just come out on time looking good and without bugs.

1) This doesn't confirm Tespia for the next patch at all. Instead, I think that this confirms that there WON'T be Tespia again for a long time.
2) Masteria won't be in the next patch because they already announced Cygnus Knights to be released in it, so it's almost 100% sure that they won't release much more.
3) I doubt that they will be released in the next patch. It's just a feeling, though. (sorry Greg  )

Stuff without bugs won't be possible without the help of a good Tespia round. Until now, NEXON probably hasn't released a patch without AT LEAST one bug. From the events (like the Find Master M event) to the actual content, they always release one or more bugs (usually more) with their patches.
What I mean with "a good Tespia round" is:
1. Thorough selection of the testers: selection process like the MapleWatch Leaf Brigade Program.
2. By selecting good testers, NEXON shouldn't have the problem of the "Can I be GM" and such reports anymore (or at least not as many as before), and they should be able to read through the real reports more easily and so they would be able to fix the reported bugs.
3. Changing the level Cody takes you to, depending from the content to be tested. For example, if the content is Ellin Forest, set Cody to give you like 60 levels so that you'll be able to test the PQ (they don't have level limits in the test server) and kill the monsters easily. This would prevent "narutards" from even trying to get in the test server, and that would make the testing process a lot easier for NEXON.
