Nope! But they now drop off some stuff, like Leaties if I recall. Use the Codex to know what drops them.

Yup, you can get them from most of the mobs around El Nath. Personally found one on a Jr. Pepe so I know they drop.

How sad, guess I'll be killing some mobs on El Nath for some time. I'm a sucker for anti-slip.

They're not particularly rare I don't think, I set out to find one of the anti slipping and a warmness scroll and found both within about an hour. Leatties and Jr Pepe drop both I think.
