From my experience in jMS:
Only a certain number of Lv200's get their NPCs made.
You must speak with your 1st job instructor to create your NPC [ EXPLAINS WHY FANGBLADE'S NPC ISN'T THERE, USE YOUR HEADS. ]
They do all say the same thing.
They never go away, you're character is forever honored.
