It seems that venom's duration stays at 3 sec at all lvls. Can anyone verify that in game, or correct it here?

I have a question about speed infusion, is it -2 speed at all levels now? I read it somewhere but I want to be sure before I reset my skills whenever there's another hot time event to leave it at 1 instead of 11.

I can verify that it stays at 3 seconds up to level 11 - not sure about past there.
