How to use "Link Manager" ?

I have been trying since the patch to get the part where it says "choosing which skills to use on this character" working.

I assume it allows me to choose whatever link skill that my account currently have to put on my current character without logging into other character.

Anyone figured out how to do it, or we are meant to do it the old fashion way which makes this link manager useless imo.

You're meant to do it the old fashioned way (log on to all the other chars).

I assume what it means by that is opening the menu to hotkey the few active link skills, like "Terms and Conditions" and "Elven Blessing".

Yeah, that manager does nothing really. It just makes your beginner tab less cluttered.
