How am I supposed to kill Zombies 12 levels higher than me, that's a 60% miss rate.

It's not a 100% miss rate, so you're fine.
Black Scale is actually quite common.

They used to be relatively rare. I had 3 or 4 muled since they were tradeable. Now they drop every other zombie, which is good since they're untradeable now.
