Are you pointing that out to discredit the reason the pic was posted? I really hope not... I hope you're just being captain obvious. The fact that she's wearing high heels has nothing to do with how long her legs are. Look at her.

After pulling out my ruler, I realized the two pictures had the same proportion.

I think the reason her legs looks longer lies in her legs. A distortion effect takes place when her legs are much thicker compared to her skinny frame up top, which makes it look like the legs are actually longer than they're supposed to be. If the legs are assumed to be normally proportioned (to the eyes), the effect is that you'll automatically process where the split in the legs are supposed to be, and then the "rest" of the picture is her top frame.

Though it actually is in proportion, I think that's the reason her legs appear so long.
