That site has a Thailand section labeled new, and it links to the ThailandMS homepage. They previously shut down service in 2012, yet now they're celebrating their 1st anniversary.

Yeah, they acquired a Thai company last year around this time and turned it into Nexon Thailand, ThaiMS was up not too long after.
