I thought they fixed this, I go to enter his chambers and it says i need to complete more quests, problem is there are absolutely no quests in progress or to accept from Heliseum anymore.

Been broken since Zero was added unless I missed something; made a post about it a while back:
Daakun Wrote:Zero can't fight Treglow/Victor/Velderoth. You do all the prequests up until "Nova Troubles" which should let you start "Road to Treglow", but you never receive the quest.
