For some odd reason even with maxed out Diligence I went through 6 Scrolls for Pet Attack 60% on separate occasions.
about 1 every 2-3 hrs and out of all 6, only 1 worked.
Would like to hear some players input on this

Ouch. I think you just had bad luck.
Back when those came out in the NX Persian Cat packages, I used my two and both worked.

I recently scrolled one of my pet equips, and 4 out of 7 worked. Maxed Diligence. I think you just had a bad luck streak is all. :\
