It seems like you need 2 people. This kept happening to me... then i just partied a friend and I was able to go in.

Like shouri said, you need at least 2 people in the same map as you to enter. I had someone around enter with me so I could go there but he left later on. The time I SSed it, it was after he left, tried to good look at the xp and drops so I had to do it a few times, thats all the drops and the xp included in the SS. It used to drop triple the amount of all of that. From about 40-50 pots per kill to a measly 10 pots, I don't even know whats the point of neo city anymore lol.
