If Fiels list says so, and no Corsair have disputed it, you can be pretty confident it works like that. Remember though, that the skill probably work different pre- as opposed to post BB. Make sure you check the correct table and that your in game sources aint just speaking of the current version of Maple. Also note that a 4th job skill prolong the freeze time of Ice Splitter.

Yeah that's what I figured. I know that is blasphemous to dispute Fiel. I'm not really concerned about post-BB, only current versions of Maple. Thanks for the answer though, it was just what I needed.
