Vega confirmed to return roughly every season. Also, since he returns each season roughly maybe I can finally make me a level appropriate pirate attack glove instead of using a SCG all the time.

I've heard reports of people who had vega's saved that they did work with Pam's.

What I'm hearing now is VIP weapons can't be vega'ed. Not sure if there's any truth to that yet.
