My question is if the bing receiver and OSSS ID card can be dropped now? Note: I still haven't done the stage 4 quests because my computer was broken for over a week

You can no longer access Future Doctor Bing's cube, therefore you cannot complete the quests that are left In Progress. You may drop the Card, Receiver, and whatever other untradeables there are.

I know that stage 4 is over, but do I need these items to participate in stage 4 quests ,if the event ever comes back, or do I need these items for the 120+ alien pq?

If the event ever came back, there would be 2 possible outcomes, A) Only people that have not done the quests would get them, meaning we who already did them would need to keep the items to be able to participate fully, or B) They will just give us new quests the exact same as last time (Yay for bigger questcount). Honestly though, I doubt the visitor event will ever come back.
For the second question, no, you do not need them in order to do the permanent level 120 PQ.
