Win: 1 = 6, 51 = 7, 101 = 8, 151 = 9, 201 = 10
Lose: 1 = 1, 51 = 2, 101 = 3, 151 = 4, 201 = 5

You can gain up to 5/10 insignias. Any more than 201 Cake/Pie pieces donated would be a waste (unless you want to increase the percentage for that town).
