Currently in GMS V.80, At what level does booster reach -3 speed? is it from 16, or does have to be maxed at 20?

ty! as for Final Charge, does it travel the same distance at all levels?

It has the same hitbox at all levels, and there is no variable that would indicate different distances, so I would assume so.
