It's not worded correctly on there. What's being reduced is the amount of meso you lose per hit.
Meso Guard always halves damage you take. Say you take (what would normally be) a 2k hit. 1K goes to your health, the other 1k is multiplied by the % shown on the table (90% for level 1, 78% for level 30) and that amount is what is taken from your inventory. So at level 1, you'd lose 900 meso per hit, at level 30 you'd lose 780, the rest of the damage just disappears.
