Tempest works like Sanctuary. Once casted it's suppose to freeze all monsters in a set range (same as ultimates) so any attack you use on them will hit a damage same as the monster's hp, and it doesn't work on bosses. At least that's what I've got from what I've read and seen on the vids, sorry if im wrong

I'm pretty sure they are exclusive, but since theres no actual map data from Lienne, they probably just used that as a place holder.
