I think you're forgetting the various buffs to every OMG SO OP class that makes it more powerful than it was originally without anyone even batting an eyelash. Here's the fixed chain of events. Not exactly chronologically accurate, but it's close enough.

There's a pattern to this. Everything that gets nerfed gets buffed again and becomes stronger than before, even when the game's only gone through a single PVE rebalancing to date. The reason for this is that classes aren't OP. Being OP is actually the new standard, and it only seems OP because classes actually need time to catch up. They're not all magically updated via a magic wand to be able to compete with new content. You're basically comparing DVD players to VCRs. Of course the former would seem astonishing when you're comparing it to something that's obsolete and needs constant tweaking. It ain't the 2000s anymore. It's the 2010s. The problem isn't new "OP" classes, it's that the new classes aren't permanent.
Also, potential. Because that's the only reason there are videos filled wall to wall with 9s. But that's beside the point. If new classes make you cry, it might be time for you to just quit the game...and maybe go to therapy. Because you shouldn't be driven to tears by an MMO receiving new content. That's just...
Forgot to mention that Warrior, Mage, and Archer will be buffed even further to match and/or surpass Heroes and Legends.
Anyone else think the skill animations on Kaiser are kinda childish/unrefined?

I would have to guess KMS 1.2.139, the Aran & Evan update right after Legend. Seems to be the most prominent referring to Flame Wheel.

Damage: 670% -> 265%
Targets hit: 6 -> 8
Times hit per target: 1 -> 3
Then again, in 1.2.144:
Damage: 265% -> 390%
Targets hit: 8 -> 10
DoT damage: 6% DoT damage per 1 sec for 25 secs.
