They have to pass it to their American branch to translate and handle the localisation instead of letting Asiasoft handle it.

Raising the level cap = Time sink = More money for Nexon. The only valid reason I can see them not doing 5th job, is because Nexon essentially dug themselves into a giant pit for releasing too many new classes. They would have to make new skills for all 18+ classes.
