Something like the Monty Hall problem where probabilities change for the better (must agree that I'd never got that one either). So I've just drawn a probability-diagram and the chances for failing a 10% Scroll are obviously 90% whereas the chance of failing two scrolls in a row is 81%. (Yeah and I know that one could see these as two different events with 90% failure rate... just check this Monty Hall Thing, since I can't explain it) However I want to remark that I still don't think that "dump-scrolling" increases your chances (be it because of weird game mechanisms killing math, or just because it's illogical in general) On topic: Adding points into LUK increasing your chances to get better drops. People can be really stupid sometimes. If 10% would be that unlikely to happen, then 10% scrolls would be sold at NPC. Personally I've used around 20-25 90% scrolls and they have all succeed. A true RNG only exists conceptually. A computer uses no such thing. All things in a modern computer are deterministic and white box. Computers absolutely cannot be random. That's why only PRNGs make sense on computers. A true RNG may be possible with quantum computing, but that too only exists in concept at the moment. All PRNGs that are worth anything are tested for randomness (that all numbers are suitably different from each other) and biases (that certain numbers in the output RNG are not prone to be certain numbers). For an example of a stream that cannot be a PRNG, look no further than RC4. The second and third bytes are heavily biased toward zero, so using RC4 is not suitable for a PRNG. However, you could use AES as a PRNG if you wanted to because all numbers are sufficiently random and have very small bias.
