The NPC actually responds if you click him (as of the USC yesterday I believe) and you just need the item you wish to upgrade (looks like it can be any 140/150, it let me put a Tyrant item in the box, but it also let me try my badge, but I don't think there's a Sweetwater Badge at all? So maybe the Tyrant going in the box isn't a fair indicator, and I am not going to find out) which goes in the left box, and the clean Sweetwater item goes in the box on the right, then you just hit OK and Pietreno does his magic and your stats transfer into the other item.
