When he clicked the Event button he got to see this message on the next page:
'We're sorry, you do not meet the requirements to participate in this event, as determined by Nexon America.'
Why is that?
Question 6349 is almost ambiguous - there are several mobs that match the description, but only one had an answer among the 4 options it gave me.

Yea sorry, didn't think about that I should ve known that Canada was a part of North America. And all those other places you mentioned that I didn't mention is because my friend can play & create MapleStory Global accounts in Brunei. How do I get in contact with someone regarding this event? I need to speak to someone regarding them making me ineligible to participate. I entered one time with the email I used to make this account, never tried with another account or email, and only made this account to find out why in the world I've been restricted from participating.
