Dunno exactly why I shouldn't get Cleaver on Ashe, really.

Cleaver's full 45 def reduction doesn't kick in til your 4th hit. Whisper gets you 40% reduction every hit. I usually get both if the game drags on. I get cleaver first if i'm practicing against bots, since they're retarded in terms of escaping you anyway... you can easily get the 4 hits... and the aspd +more att all in one is nice.

Lets say they have 120 armour.
100-(10000/(100+120))=55% reduction
First hit: hits for (120*.6) = 72 armour, or 42% reduction
Second: hits for (120-15)*.6 = 63 armour, or 39% reduction
Third: hits at 54 armour or 35% reduction
Fourth and consecutive: hits at 45 armour or 31% reduction.

Just black cleaver:
1st at 120, 55% reduction
2nd at 105, or 51% reduction
3rd hits at 90, or 47% reduction
4th + consec. hits at 75, or 43% reduction.

This is the data, too lazy to make something from it.

Edit: this is about a 24% damage increase from either to both against an average 120 armour enemy.

I prefer Cleaver over Whisper in almost all cases.

If you compare ONLY the armor reduction, Last Whisper has an edge most of the time unless you're attacking squishies. When you factor in the other DPS stats, Cleaver is better.

Also, your entire team can potentially take advantage of armor reduction.

To be fair, Ashe is mostly autoattacking until a good Volley situation opens up.

Yeah, LW is better on champions like Pantheon and other heroes who inflict physical burst via abilities.

Not to mention that once you have a decent crit chance, auto attacks out-DPS Volley.

Now, if Volley reset the auto-attack timer..that would just be downright scary.

Because cleaver isn't as optimal as LW until you have an insane amount of attack speed and crit chance, that's why.

Getting Zerk shoes means going for C&D for the Tenacity.

And yet nearly all of the top Ashe players get it over Merc threads and get C&D as "Tenacity" fill-in.

Even then, I get zerkers on Xin when the opposing team has little to no CC.

I feel that since tenacity and the new items were introduced, it's much more acceptable to be getting zerkers and cdr boots over mercs. C&D's aspd and crit chance is really nice too. Can replace a phantom dancer depending on what boots you opt for early game. I'll only be getting mercs early on if their team is really heavy on cc.
