The rapid fire delay value is the time it takes to start it up, not necessarily to shoot each bullet.
To clarify, the delay list draws from a base set of animations your character can go through. For example, fire arrow, holy arrow, bow shots, etc. use shoot1, crossbow shots use shoot2, archer final attacks and 3rd job mage comp arrows use shootF, etc. Pre-4th job, maple usually just stuck with those base animations aside from certain skills like savage blow but started getting fancier about how your character moves starting mostly with 4th job and pirates. Pirate skills all draw from pieces of those base animations because if they created a new position your character could be in just for pirates, they'd have to animate every single existing piece of equipment in the game to fit that animation, which is way too much work. The same is true for every new job.
