I don't understand inner ability locks. Do i keep the stats and the rank goes up? Does it upgrade the rank but randomizes the stats and keeps the rank when i circulate?

From what I understand, it randomizes the stats but keeps them at or above A/B rank.

If you can't use them on more than one line then it's totally not worth it for me then.
