not quite sure about how I feel about males getting a "combat veil".
This patch is overall rather disappointing.
Hoping for better in december.

According to its description, it's some kind of gift for "cash shop users".
Going to guess that any account that has used cash shop (ever, or during an event period, or for the first time) will get one of those, free. (And they will likely contain utter crap).
