Pretty sure the eye thing is a reference to one of the Rozen Maiden characters, who is a female. So as a result, it's a female only eye style.

Not an excuse or even a good enough reason. Males and females share other eyes so they should share these as well. And don't even get me started on the cat eye look.

This seems awfully soon for another royal face event though. Are they planning to make them more frequent and in line with royal hair events maybe? That'd be nice.

Could be.. theres some faces/hairs from chaos extractions that still didn't get released. Might come again somewhere in October
