Good question.
I don't know why their drop rate has increased so much, especially when they're not required for a quest. (As part of BB's "easy mode" changes, almost all quest items drop a lot more frequently than they used to).
I assume it was unintended, like Truckers' insane exp, and will be fixed whenever Nexon learns of it (somehow they always fix the bugs we enjoy, while leaving the annoying ones in).

I'm assuming it's intended because WR badges have always dropped at a faster rate than others.
