It doesnt make sense.. wHy would Nexon Japan notice it as a problem though?

He'd have 20 points freed up from Energy charge (it changed from max level of 40 to max level of 20), assuming he didn't use 10 of them before using the reset for whatever reason.

O-O I've never heard of a skill with max lvl 40

No... Energy Charge is a skill that has existed for the Brawler/Infighter class since it's inception. It had the highest max level for a skill in all of Maple. The keyword being 'had'.
