Counting cards works because you're taking from a deck. If you know what cards you've already seen, you can guarantee those aren't going to show up again.
Assuming the odds increase if you failed a lot is the Gambler's Fallacy. If you have an unlucky streak, it just cumulates - you are still only going to get a 60% success rate on remaining scrolls.
Junk scrolling wastes scrolls, nothing else.
