If there was a separate boost for partying it would say that instead.
The sentence before it is "Meet other maplers and party together!" That kind of implies that being in a party in general and doing things that get you exp will get you 30% more exp.

Using the Malady Exchange quests during the Halloween event (not counting the time it takes to get the items) I did 10 --> 40, including Brawler job advance, in about an hour and 15 mins. My guild thought I was hacking. >_>

Just look at what they said last time HPQ had a 30% bonus.

IT says something about meet new friends there too, but that didn't give a 30% bonus anywhere but HPQ

This isn't really helpful to any veteran players and can't be taken advantage of at all. All you get is a worthless weapon to be NPC'd and one VIP rock. Grinding is much faster than Henesys PQ.
