The cape quest is not even in the data. they will have to make a patch to activate it.
And the cape IS a requirement for the perma shoes quest.

My shoes don't expire until 9/9, the next patch is 7/28. We still have plenty of time.

Even if they expire or you drop them, you can get new ones from a "lost" quest.
