I went lower, then a few levels in range, and then higher, but I guess technically still in range. I could redo the video on a lower character, I suppose, but I did try White Ratz (93) on a level 75 character and got ~36 seconds before stuff disappeared.

I don't know if you remember that last summer we had a bug where event drops and a few other things would despawn in 30 (or was it 20?) seconds. It made it very very hard to collect boxes and such.
Now imagine the same with with everything.
Furthermore, if your inventory is full and you see something you want to loot, good luck "catching your breath", dropping something, turning off pet loot (so it won't fill the slot you just made with junk) and rushing to where the item is, and picking the right item up manually in a sea of junk, all in 30 seconds or less (depending on when you noticed the item drop... some classes can kill enemies on multiple platforms at once).
What do you mean? Like how defense is calculated or how damage is mitigated because of defense? Either way the answer is no. There's a difference between those kinds of formulas and formulas that determine how skills grow with level.
Short of something like this happening again:
The only way is to determine them experimentally.
@HighOnMushrooms only area skills can have these new bonus with the levels of the skill? i imagine if 1x1 skills would actually get +1mob hit
Marksman skill seens to be much better, lv50 it have 16100%damage
