It was previously implied from their Code of Conduct in the ToU and the EULA but now they've made it clear.

They still allow you to post videos/streams of Nexon property.
Other changes include: no class-action lawsuits (they can't really enforce this so sue away!), some minor inclusions of Europe/Australia specific stuff, included a note that your data may be stored in countries not within the US, you cannot use Nexon services in countries where the US has a trade embargo with, a UGC policy, an official Idea Submission Policy, an official policy on VOD/Streams for Nexon property, any disputes must be sent to Nexon informally 30 days before initiating any arbitration or court proceedings.
They can't enforce the data mining rule... if you don't play the game you don't have to agree to the terms of service - and even then, what will they do? Lol file a C&D? Data mining isn't illegal. Good luck there Nexon. They just want a clear excuse to ban people on their forums for posting extracted data if they so please.
As soon as you install the game, regardless of whether or not you registered for an account or played the game, you've accepted the EULA. The license agreement says you can't data mine.

In regards to packet sniffing, decompiling, and disassembling, they're specifically referring to the methods used to create private servers.
In effect, they basically reverse engineered the client / server interaction, in order to create a server that the clients can successfully interact with, and route the traffic that the client thinks is going to nexon's official servers, to the private server instead.
Basically they figured out what the client's looking for, data wise, and created something that can supply that information.
It's pretty ingenious, honestly, they don't even need to modify the client data at this point in order to make the client connect properly. It thinks it's connecting to nexon, and it works.
That clause has nothing to do with extractions.

Eos downloaded the entire rankings every day while he was running the Time To Level calculator. It never bothered them.
The bit about your character and accounts registered to you sounds like it's aimed at mapler.me or w/e Tyler's social thing was (that has been shut down long ago).
But if you want to take the credit (blame?), enjoy.
