Oh wow I can donate blood on January first...
On topic though don't they test the blood for diseases anyway? What's the point of not letting gays donate? I've always thought it was just them being "ew gay blood".
Edit: Froz I was saying that because on Jan 1st it'll be a year since I've done stuff. Sorry for the confusion.

Any confirmation this "proposed" change will occur come January 1st?
Regardless, there is still discrimination built into the proposal with the one year deferral period, which makes it essentially useless. The unfortunate dilemma, however, is that the best solution would be a requirement of a negative HIV test before donating, but even those can turn positive weeks or months down the line if you're tested too soon after infection.
As such, I'm not sure what the answer is, but this isn't it.
