Can't accept chermini report quest?

I'm trying to do Tynerum quest like and every time I try to accept the quest from jay jay it still above his head and won't accept, is it glitched or what?

I hate to post again because no one has posted....But I'm seriously lost and still can't accept the quest on my demon avenger at level 162.
