Default Computer repeatedly turns on and off.

All right, I am sick of working on this thing and I really need some help.

I've been trying to build a PC. I have all the components and I triple-checked that they were all connected properly. However, upon trying to boot it up, it doesn't even hit POST. The lights turn on and fans spin for about 4 seconds, then shut off, then power up again, and repeat.

I just did what I think is my final test for this by turning it on with the motherboard outside of the case, and the same thing happens.

    I'm completely stuck here.

If it fails to even POST, that usually signifies one of the main components is bad (Motherboard/Processor/RAM/PSU)

just to be sure, do the following:

run computer in the most basic level of necessary parts first outside of the computer:

    this would be
    Motherboard
Powersupply (connected to BOTH the cpu pin on the top left, as well as the 24 pin on the right)
ram(run 1 stick at first, only takes one to boot)
    CPU

edit: ill be occasionally sitting in this thread refreshing till this gets somewhere.

Sadly, I did that already. :(

    EDIT:

    Here's what I've tried:

Standoffs - My case came pre-installed with these, and I doublechecked to make sure they were lined up with the motherboard.
4/8-pin CPU connector - Triple-checked that this was connected.
    Running with the bare minimum.
    Running without the case.

Di you happen to have list of all parts you eventually decided on? i have a few ideas that could have possibly happened, but not 100% sure

the thing that I assume could have happened was that the motherboard choice was one that was sitting on the shelves for awhile. if it was a motherboard shipped out(to the store in question) before the may bios changes that support the newer processors that were released, it could possibly be causing the boot loop. if it was after, it shouldn't affect it.(this is due to the 4460 being released during Devils Canyon(May '14) while the 80 series motherboards being released before that, despite both being LGA 1150)

Have you tried both ram sticks separately?

I have not. I may try this tomorrow, as I've given up on trying to fix it tonight (been at it for about 8 hours, good god).

Are there any other suggestions on what it could be? :(

Possible things off the top of my head:

    Bad piece of main components
    Bent Motherboard pin under CPU
    Bad RAM or ram slot
Bad PSU(if it turned on, i don't expect it be this)
Motherboard BIOS compatability (only fixable with older cpu bios flashing or changin motherboards)

    here's generic guide list

I would also try a CMOS reset(look in motherboard manual for instructions, usually either a switch or the battery method) in case of some odd settings

So I had a friend come over and help me run some tests.

    ...

I bought a new motherboard. We'll see how this one turns out in a few days.
