Now amazon is selling it for the amount listed. The store I saw was selling it used for 2000 yen. Which is roughly $20, give or take due to exchange rates.

No idea. The 7th floor has a tax/duty free section for purchases of 147 dollars (only in yen currency) or higher IIRC. It's right near the station if you're getting off of the JR line from Shinjuku. there's a tall building with red sides and SEGA all up that shiz. It's near a McDonalds.

Here, conveyor belt sushi joints are a gimmick and usually get you sick. In Japan, they're pretty good and decently priced. There was one in Shinjuku that our professor liked going to when we were staying there.
We were staying at the Shinjuku Prince Hotel, and the sushi place was in the back alleys across the street from the hotel, there is a 7-11 right across the street. I want to say the conveyor belt place was down one of the alleys to to the right (when facing the 7-11).
The Robot Restaurant is near there too if you feel adventurous and want to splurge.
Japan is one of those places that you can just explore and always find something decent and for a reasonable price to eat.
