I thought they fixed this, I go to enter his chambers and it says i need to complete more quests, problem is there are absolutely no quests in progress or to accept from Heliseum anymore.

Been broken since Zero was added unless I missed something; made a post about it a while back:

Oh i could have sworn they "fixed" that in a maint. Guess i was wrong then, thanks!
