Doubt it. Then again, it depends which universe you mean. If your talking about the groveling platypus from the movies, no.

Starscream got his ass kicked by a pony with wings. What makes you think he can rule the Decepticons, fight Optimus Prime, and win?

SORRY MY HEARING ISN'T WHAT IT USED TO BE. DID YOU JUST ASK WHAT WE WOULD BE LIKE IF STARSCREAM WERE THE LEADER OF THE DECREPITCONS? HE IS PROXY LEADING SINCE MEGATRON HAS BEEN IN A DEAD HEATED BATTLE WITH OPTIMUS AND AAAAAAAAAAAAAAAAAAA OKAY I JUST GOT NEW ORDERS GOTTA GO.

there are MANY examples where Megatron is out of the picture, and a few where Megatron even GIVES Starscream full command of the decepticons, and Starscream's flaws leave him unable to seal-the-deal.

Starscreams strengths are malicious subterfuge and traitorous undergoings in order to usurp Megatron . While he often shows highlights of how "inept" Megatron may be in a particular moment, Starscream's weaknesses include inablilty to lead the forces, or mitigate a losing situation into a wining one. the ladder also being Megatron 's flaw, and he will choose to run away & fight another day. However, Starscream's lack of controlled leadership will always cause him to fail. Starscream is there to keep Megatron on his toes, in fear of losing his command, or simply just looking foolish, but Starscream can never truly become better than Megatron and is stuck in the Number-One position.

Throughout the Transformers Universe, the "Starscream-Type" character is always depicted as being insanely gifted and talented, as well as amazing ability to delegate the "Megatron-Type"s commands. While often this is viewed as a leadership position, he most often serves as an in-between, or a general. He wields a superior battle knowledge and wining a fight may favor Starscream, but the war is not one by battles alone. Even after several consecutive victories, Starscream's overconfidence will lead to an unprepared defeat, and his short-lived popularity will crumble, leaving his followers to rejoin Megatron. In rare opportunities where Starscream may in fact actually succeed, Megatron will work against his once-underling in order to regain his position of power. or simply cast him aside after an assured victory. if a 99% victory is assured and Starscream merely needs to take "the finishing blow" he will 1) offer the last shot to Megatron, giving the Hero (Optimums) necessary time to avoid said shot, or 2) Megatron will interfere, demanding that the last shot be his; again giving the necessary time to avoid.

These archetypes are repeated over and over whenever a "Starscream-Type" character is paired with a "Megatron-Type" character. Most often than not, simply to return the status quo, the "Starscream" is NEVER allowed to fully win, or his victory will be incomplete somehow. #1 case of incomplete victory being:
