I wouldn't say that, competitive play really hasn't changed at all in that regard, in fact now that you can get the IV"s now hackers have no real advantage besides saving time. You can be annoyed all ya want about it, but trying to discuss possibilities of what they should have done will just make you more depressed
I'm pretty sure IVs and EVs are the only things PokeBank checks...
You can have whatever moves you want and whatever abilities you want on whatever Pokemon you want. That means that a hacker's Pokemon can be pretty much anything they want, legal or not. I'm pretty sure that's a huge imbalance in the competitive play.
That would mean pokebank is a step down from previous hack-checks by nintendo.
Because previously they checked both IVs, EVs, moves and abilities. In BW2 you can NOT bring any pokémon that has illegal moves or abilities into online play because nintendo will detect it. So unless they downgraded their hack-check then they most definitely check both moves and abilities.
