How does potential with xenon and his abilities work?

Since Xenon is the only job with 3 main stat, Im wondering if these things stack with potential or not.

1. Does Surplus Supply & link skill work like mw or like a potential line?
2. A lot of his skills give passive stat boost, will they work like physical training or like kaiser char card? (not stacking with pot)

1. It works like potential, so does his link skill. Joetang has confirmed this I believe, im too lazy to go find it.
