Are kataras in the weapon pool of extra potential?

I see some potential pools that say for katara (like how Haste is only for shoe) and was wondering if that means kataras can get those + armor potential or those + weapon potential, or what?

Sorry if it sounds vague. I don't know how to explain it well :x

Okay, awesome. So I can cube for +50k damage cap, and now it seems even better to cube it because it will not have the random armor potentials. Thanks for the info!
