Cannoneer link skill not working

Describe the problem. Be as specific as possible!:
Just made a Cannoneer after the patch, and got it to 70 today. Did my job advancement and accepted the quest that gives me the link skill, but the skill still says I can't move it until lv 70.

Try changing channel/reloging/entering cash shop.

I had this issue on my mikhail, the above fixed it.

Side Note; it seems like when it comes to link skills people think its permanent once u link it. However this is not the case and you can reset the link to another character once daily.
