Yes, because Time Traveler involved getting lucky and spending a lot of money just for it to be stuck on one character.
They weren't saying all medals suck if they are untradeable, just this one.

I want the Transparent Package! But I just bought a perm Chocolate Milk Cone hat for 150m just a week ago =\ Is it retradable so I can sell it back or give to my other characters? Also I would waste $5 on the transparent eye and face accessories which I thought N$xon would never sell permanent, which I bought less than a week ago =\

But really looking forward to this package because Nexon makes the ugliest high level hats, eye and face accessories :P

Time Travel medal was obtained by just doing a few daily quests which involved killing monsters. There was no "being lucky" or "spending a ton of money" involved... Actually there was no money spending AT ALL.
