How do you get the Collector Medals?

The Monster Codex ones? You level up your Codex.
Amazing Collector is from having a level 8 Codex (+8 all).
I don't remember what level you need to have to get the others.

Are they are for getting Familiars or Monster Cards?

Can you use the reissue button for them in the Medal UI if you drop them?

No. They don't show up in your Collection.

You get points from finishing monster card sets, not collecting the cards themselves. To get the Amazing collector you need to have every high point set finished save for one. For most of us that means having the Pink Bean card.
