No. But it would make training there on ANY class just as annoying.

It really, really depends. They are being extremely vague. I don't know what attack speed they are talking about. If it's for a standard hit (like a sin throwing one star or a brawler throwing one punch), that would be in there. But other delays like the delay between each arrow in hurricane is in the EXE and not in the WZ files. If they were more specific I could tell you.
