It's just an example showing that any Phantom that stole Oak Barrel would still retain it after the revamp. At least that's how I interpreted it.

We didn't have to wait 30 minutes when we had 5 people, but we still had to wait when we had 3.

Canes are droppable, I just got a Novice Cane on my Jett.
