    those appear when your pc does not have a particular character set installed and you are looking at something in a foreign language. with windows you have to find out what language the place is in and install that character set.

    Ah. I get that when I use the wrong encoding.
    If you're using Firefox or IE, this would be under View->Encoding.
    In Chrome it's in [wrench]->Tools->Encoding.
    I currently have it as Western (Windows-1252), seems to be working OK.

    I was using Unicode UTF-8 before, but Windows 1252 made that thread even worse, but fixes the example I posted 2 above.
    Using Chrome in Windows 7 64 bit.

    Ok, I see what you mean, in this case it's not characters, it's the encoding like sapta stated, if switching fixed that one but made others worse, then it just means that whoever set up that post decided to use a character et different from everyone else...I wouldn't worry about it as it's nothing wrong with your pc, just someone trying to be different. But, in most cases it is usually a font missing from your pc. Try to do a search and find out if you are missing any default fonts

    That's a problem with the webpage, not you. Whoever did that page isn't using the right set of characters.
